1news.media reports that this was stated by Kremlin spokesman Dmitry Peskov.

"This is not a national holiday. This is not mentioned in the protocol. Some countries have sent congratulations," he said.

Peskov also added that Trump was not among those who congratulated the Kremlin leader.
